It is really easy and you don't need anything else but a working Gmail account. So, let's see how it is to be done.
1) Open www.blogger.com and login with your gmail details. Please make sure this is a real gamil and not a fake one. Because if you want to monetize your blog in future Google might ask you to verify your identity; so better do it right from the first only.
Once you are logged in; you will see a screen like this:
Click on NEW BLOG and you will be taken to the next page.
2) You will be presented with screen like below:
There are two text fields there. Title is the title for your blog and address field is the desired url you wat for your blog. If that url is available it will say Available; if not you have to change it.
Below, you will be given some standard choices for Blogger templates. You can chose any of them you like. You can always change them; and also add new templates which are much more feature enhanced. Once you finish these three things your Creat Blog! will be enabled. Once you click it, it is done.
3) It will show you the screen like this; this will be your default screen for blogger now on.
You will have a pen icon by clicking it; you can start a new post. You can create more than on blog on Blogger and the process is very much same.
